SANDAN Updates

Strategic Framework

As you know SANDAN has been in a planning mode this year. Hopefully all of you received the many invitations we issued to get involved in this process. (Thank you so very much to those of you that did participate.) I am pleased to attach a copy of our recently BOD approved Strategic Framework. (You can also access a copy of the Framework and other related documents on our website at http://sandan.org/library_sandan.htm) . The Framework defines the "bones" of the organization - now we roll up our sleeves to develop the muscle. With the help of the San Diego Foundations Organizational Success Program and its IMPACT Project assessment process, we are now taking a deeper look at SANDAN's organizational strengths and challenges and will be building a business plan that will implement the Strategic Framework.

Keep an eye on your mail boxes - its that time of year when we roll out our annual member campaign. We expect this to be a pivotal year for SANDAN's growth and development and your ongoing involvement and support of SANDAN is so very critical. We are counting on you! Board of Director Updates

I am pleased to announce our BOD officers for 2006-2007. Walter Philips, Chair (CEO SDYCS); Carol Fitzgibbons, Vice Chair (CEO Home of Guiding Hands); Sharon Delphenich, Secretary (CEO Casa de Amparo; Regina Evans, Treasurer (Interim CEO Neighborhood House). My great thanks to this group and to the other board members Ray Uzeta, CEO Chicano Federation; Tom Alexander, Director, Fred Finch Youth Services; Margaret Iwanaga-Penrose, CEO UPAC; and Barbara Ryan, Vice President, Children's Hospital. And special thanks and good bye to John DeStefano, CEO Home Start who is leaving the board this year.

Moving and Shaking...

This month we are sadly saying goodbye to Lisa Carroll, Director of Vista Hill's Education Center. It's great news for Lisa as she is off on a great new life adventure, but for those of us who have come to rely on her cool brilliance in all matters relating to children's mental health, it is a great loss. Lisa has been the co-chair of SANDAN's Ad Hoc Children's Services Committee for the past several years in addition to being the alternate SANDAN rep to the Children's Mental Health System of Care Council. She has been a true warrior in system reform work and a vital advocate for children and families struggling with mental health challenges. We wish you the best, Lisa!

Tom Alexander, Fred Finch Youth Services, has agreed to step in as chair to the SANDAN Children's Services Committee. Just a reminder - this group meets when there is a call to meet - perhaps its time to reconnect???? Let me know...

...other member transitions and changes: Mindy Watrous has left Walden Family Services for Colorado where she is now director for Special Olympics for the State of Colorado... Grover Diemert is "retiring" at the end of June from Bayside Community Centers where he has been Executive Director for the past 11 years - all the best Grover!!...

United Way Discretionary Funding Revisions

The United Way has convened a task force to review and make recommendations to its Board about the ways in which it allocates its discretionary funding to agencies (to begin 2007-08). This review and call for possible change is linked to United Way's implementation of a Community Impact or outcomes focused model which I am sure, if a United Way funded agency, you have heard about. I am a member of this task force and being asked to provide input.

For those of you receiving United Way funding, I would greatly appreciate hearing from you with regards to what you would like to see in any new discretionary funding allocation system and your rational for changing things or keeping them the same. I will aggregate the responses and all comments I share shall remain anonymous. There are 3 meetings scheduled between now and July 11th so time is limited. Please either call me to chat or email me with your thoughts.

Advocacy Alert: Juvenile Justice Crime Prevention Act

Funding (JJCPA)

Those of you working in juvenile justice may have heard that in his May Revise the governor had restored JJCPA funding back to 2001 levels (an increase this year from $100 million to $123 million). I was alerted yesterday that the legislature's joint budget recon committee has removed the increase. We are being urged to contact our reps that sit on this joint committee to register our concern and request that JJCPA funding be restored as per the governor's budget. Our senators on this committee are Ducheny and Hollingsworth and our assembly rep is Plescia. If this issue is important to you, then call their offices and register your opinion today.

Also, with respect to juvenile justice system issues, I understand that the JJ Task Force being convened by the Children's Initiative is beginning a review of the Comprehensive Strategy with an eye to updating it. This is important work as the Comp Strategy should be the guiding document in decisions regarding how we should spend additional new (or restored) funding of juvenile justice. Given the limitations imposed by County Counsel's interpretation of Gov't. Code 1090 and the JJCC and the limitation this has placed on meaningful public/private sector partnership in co-creating an effective system of services within the JJCC itself, the Task Force is a critical venue for dialogue and consensus building about juvenile justice service system desired outcomes and needed services. As I understand it, the work of the Task Force will be presented to the JJCC for review and action. Strategy Agenda Mid Year Progress Report

Jean Shepard convened a meeting of all HHSA advisory board chairs (she has always included SANDAN in this mix) on May 31st to present HHSA's Mid Year Progress Report for FY 2005-2006.
