Moving and Shaking...

Grover Diemert of the Bayside Community Center, has retired but will continue to assist the organization as a consultant. What's retirement like? We would like to welcome Nancy Coate as the Interim Executive Director.

Nadira Charaniya, Assistant Dean/Campus Director at Springfield College, School of Human Services San Diego Campus will be commuting less in the near future. She has decided to look for a position closer to her home, her husband and children in the LA/Thousand Oaks area. Best of luck, Nadira.

If you know of other transitions within our sector - let us know so we can spread the word...

Local Appointments...

Tom Scott, Executive Director of the San Diego Housing Federation, has been named to serve on the Executive Committee of the Yes on Prop 1C Campaign Committee.

AB 2541, Claims against the state.

As amended 8/7/06 by Matthews, AB 2541 was sent to Senate Appropriation Committee for review.

This bill would require a state agency that awards a grant, as defined, to make payment to the person or business that is the recipient of the grant on the date required by the grant, and within 45 days of the state agency’s receipt of an undisputed invoice, or be subject to a late payment penalty. The bill would make other conforming changes.

CAN Nonprofit Policy Council supports this bill.

AB 2216, Child Welfare Leadership & Performance Accountability Act of 2006

AB 2216 would establish within the California Health and Human Services Agency the California Child Welfare Council, an advisory body that would be responsible for improving the collaboration and processes of the multiple agencies and courts that serve children and youth in the child welfare and foster care systems. The bill would provide for the composition of the council, including as co-chairs the Chief Justice of the California Supreme Court or his or her designee, and the Secretary of California Health and Human Services.

The bill would require the secretary to ensure that current federal and state level outcome measures, among other information, are posted on the State Department of Social Service’s Internet Web site. This bill would also require the Secretary of California Health and Human Services to reconvene the workgroup established under the act to develop additional performance outcome indicators for purposes of the Child Welfare and Family Services Review System, as specified. This bill would require the workgroup to become a committee of the council, as specified...

AB 2216 was read and referred to Senate Appropriations Committee on 8/7/06. CAN Nonprofit Policy Council supports this bill.

AB 2098, Electronic Funds Transfer Task Force

AB 2098 would establish the Electronic Funds Transfer Task Force, as specified, to study the feasibility and desirability of expanding current electronic funds transfer practices to a more comprehensive, state-wide approach for receiving and dispersing electronic payments. Existing law generally authorizes state agencies to accept alternate payment devices, subject to specified conditions. On 8/7/06, the Senate amended and referred the bill to Appropriations.

CAN Nonprofit Policy Council supports this bill as amended on May 18, 2006 that requires the Department of General Services design and implement a statewide system that would allow all state agencies to receive and make payments electronically, nonprofits who do business with the state will be able to enjoy both cost savings and administrative efficiencies that will free up much-needed dollars for service delivery.
