San Diego Region News CCDC Survey on HHS Agencies Serving Downtown Pop. It is critical that CCDC, as the downtown planning agency, understand the types of health and human services that are provided as well as the provider’s organizations that operate in downtown. Organizations participating in the survey will be invited to a Fall 2006 Workshop with City Council member Kevin Faulconer and myself to discuss the state of health and human services in downtown. | AB 839, Gambling Control Act for Nonprofits Permits nonprofits who register with the DOJ to conduct controlled game fundraisers no more than once a year with additional stipulations. AB 2303, Judiciary: Omnibus Bill This bill would change the elected term of directors to no more than 4 years, as fixed in the articles or bylaws. It authorizes |
the DOJ to adjust the acceptable manner of payment with regard to registration and renewal fees from commercial fundraisers for charitable purposes and authorizes the AG to require charitable organizations to file an initial registration form, adopt rules and regulations for the contents of the form. AB 2216, Child Welfare Leadership & Performance Accountability Act Would establish within the California Health and Human Services Agency the California Child Welfare Council, an advisory body that would be responsible for improving the collaboration and processes of the multiple agencies and courts that serve children and youth in the child welfare and foster care systems. National Policy Updates Nonprofit Congress Survey Voicing Our Values: A Survey of the Guiding Principles of the Nonprofit Sector - Over this past year the Nonprofit Congress has held hundreds of Town Hall meetings across the country to share insights from the field about the nonprofit sector – what we have in common, our shared future, the obstacles we face, and solutions to overcome these obstacles. Please take their survey to help them identify the strongest consensus on what you believe to be the top four guiding principles that best reflect the core values of the nonprofit sector. One of the goals of the October 16-17 Nonprofit Congress national meeting in Washington, D.C. is to vote on the top priorities of the nonprofit sector at large and create a plan for collective action to address these priorities. Pension Protection Act of 2006 This legislation, signed President Bush on 8/17/06, contains giving incentives that should attract needed resources to our sector and additional requirements for nonprofits. New charitable giving incentives and safeguards with this new law: Deductions for contributions of book and food inventory and qualified conservation contributions are included. Taxpayers must retain a receipt, canceled check, or credit card statement to prove their donation. No tax deduction will be allowed if the taxpayer cannot provide any supporting documentation in the event of an IRS audit. Requires that donated items, such as cars, clothing, and household goods, must be in good condition and no tax deduction is allowed for items in less than good condition. Taxpayers may donate money to nonprofits directly from their IRA account; tax-free, without early withdrawal penalties, up to a limit of $100,000 per year. These distributions will not be allowed to be claimed as a charitable contribution tax deduction.
Requirements for Nonprofits: Require nonprofits with annual gross receipts of $25,000 or less to file information returns with the IRS. Every organization that is subject to the notice filing requirement of the new filing obligation will be notified in a timely manner by mail, in the case of any organization the identity and address of which is included in the list of exempt organizations maintained by the Secretary. Revocation of nonprofit status, notification sent to appropriate state officer. Extends the present-law public inspection and disclosure requirements and penalties applicable to the Form 990 to the unrelated business income tax return (Form 990-T) of organizations described in section 501(c)(3).
