Panel Drafts Principles for
Self-Regulation
The Panel on Nonprofit Sector Advisory
Committee releases 29 Draft Principles for Self-Regulation
covering legal compliance, effective governance, financial
oversight, and responsible fundraising. Public Comment is
requested now through January 24th, 2007 and will be
incorporated by the committee into the recommendations being
prepare for Panel consideration.

What's your organization's accountability IQ?
The Independent Sector has released a list
of recommendations that charitable organization can take to
strengthen transparency and accountability and an
accountability IQ test to boot. Board and staff should
regularly review the
checklist and steps they are taking to accomplish these
goals.
State Budget
The Governor's 2007-08 Budget has been
released with much controversy. The Legislative Analyst's Office
has prepared a preliminary review and questions a number of
optimistic assumptions and the fiscal benefits of many of the
budget’s key proposals are overstated. The California Budget
Project has also weighed in with a quick and dirty summary. To

110th Congress, Ethics & Lobbying
Issues
House Imposes New Rules
If you hadn't heard by now, as the 1st
order of business the House approved new ethics rules aimed at
ending the "culture of corruption." The changes addressed
relations between lobbyists and members of the House, meant to
curb abuses similar to those exposed between Jack Abramoff and a
number of members of the House this past year.
S.1 Tackles Grassroots Lobbying
S.1, Legislative Transparency and Accountability Act of 2007, a bill to
provide for greater transparency in the legislative process was
approved by a vote of 96 - 2 on January 18, 2007 without
Sec.220, the grassroots lobbying disclosure requirements. After
Senator Bennett's amendment was approved, 55-43, the section was
removed.

Workgroup
Next meeting is
scheduled for January 25th from 2:00 - 3:30pm at County Mental
Health Services Admin. Office, 3255 Camino del Rio South, in the

Moving and Shaking...
Past Member, Alpha Behavioral Health Services is merging
with The Mental Health Association in San Diego County
(MHASD). The programs and services at both organizations
will remain uninterrupted and AlphaBHS will become a program of
MHASD. The transition has already begun with both organizations
working out of the same office in North Park. Scott Suckow has
been appointed Chief Executive Officer for MHASD effective
January 1, 2007. Congratulations Scott!!

Community Services. She previously held the Organization
Development Dept. Grants Director position at NHA.
