Home of Guiding Hands (HGH) -
Celebrating 40 Years in Your Community
HGH is celebrating 40 years (1967-2007) of
providing quality training and residential services for San
Diegans with developmental disabilities. The idea of creating a
“home away from home” for San Diegans with mental retardation
and related disabilities was developed in the late-1950s by a
Lutheran businessmen’s group. After years of discussion,
planning and fundraising, HGH opened its doors to San Diego’s
children with special needs and their families in August of
1967.

In the late-90s, HGH began assisting
its residents to move from its charter campus in Lakeside,
which offered institutional-style living, to single-family
homes. Less than five years later, HGH’s residents were
all living in one of 27 neighborhood homes. HGH sold the
campus in 2004, and its administrative offices moved to El
Cajon.
HGH’s
residents are thriving in their smaller homes, which |

offer more
community and staff interaction, increased opportunities for
self-sufficiency and a more comfortable environment in which to
live and learn.
Today, HGH supports nearly 400 children and
adults with developmental disabilities and their families
through 27 homes; In-Home Respite, which offers a much-needed
break for families caring for children with developmental
disabilities; Community Living services for those who live in an
apartment/home of their own; and Life Planning Assistance, which
aids families in developing life plans that address the needs of
their dependent(s) with disabilities. For more information about

With all the ways people
can connect these days – home phones, cell
phones, online – now there’s a single phone
number to help people connect with community
resources quickly and |
 |
easily – 2-1-1.
This comprehensive service offers free, around-the-clock access
to health, community and disaster services in San Diego County.
When dialing 2-1-1, callers are linked to
highly-trained phone specialist who can answer questions about a
variety of community services and agencies in San Diego County.
2-1-1 answers more than 125,000 calls a year. Most of the calls
are from San Diegans looking for utility assistance, shelter
assistance, food assistance, and Medi-Cal assistance. However,
callers can also receive information and referrals about child
care services, employment services, protective services and
legal aid assistance, counseling, parenting classes, substance
abuse resources, and employment or volunteer opportunities.
Information is confidential and offered in more than 150
languages with the help of a language service.
In times of disaster, San Diego's 2-1-1
will be mobilized within the County's emergency operations
system as a central communications link, providing information
about evacuation routes, shelters, road closures, and the status
of the disaster.
San Diegans are connected to information

resource brochures, and the comprehensive guide to health and

enables anyone with internet access to find community resources
and search by program or location a www.211sandiego.org or
www.informsandiego.org.
San Diego County residents with T-Mobile
USA, Cingular, and Sprint Nextel wireless services can now dial
2-1-1 from their cell phones. In the meantime, cell phone users
who need to access information but do not have these wireless
services can dial (858) 300-1211. Additionally, 2-1-1 dialing
may not yet be available from workplaces that have central
switchboards. For questions about re-programming your office
phone system to accept 2-1-1 calls, please visit the 2-1-1

Mortgage Reform Bills are signed
by Governor on October 5, 2007
SB 223 would prohibit licensed appraisers from being unduly
influenced by someone with an interest in a real estate transaction
or from being paid based on the value of property they evaluate.
SB 385 would make state-regulated mortgage lenders and brokers
subject to federal guidelines on nontraditional mortgages, including
notifying consumers of all risks in a clear, balanced and timely
manner.
Foster Care Pay Is Called Inadequate,
Federal suit says it costs more to kennel a dog in California than
the state gives to families who take in wards. A report also
criticizes the state. Los Angeles Times, 10/4/07 by Michael
Rothfeld. "California is rapidly losing families willing to care
for foster children because its payment rate lags far behind the
cost of living and is lower than the price to kennel a dog,
according to a federal lawsuit filed Wednesday that mirrored the
findings of a new national study..."

Budget is already crumbling Sacramento Bee,
9/23/07 by Dan Walters. "It's been just a month since Gov. Arnold
Schwarzenegger signed a much-delayed 2007-08 state budget and
proclaimed it to be "a reflection of the values of California."
He was absolutely -- and unfortunately -- correct. Encased in
accounting gimmicks and unrealistic suppositions, the nearly $150
billion budget (including special funds and bonds) does reflect the
seemingly infinite capacity of the state, or at least of its
politicians, for denying reality and embracing fiscal fantasy..."

Despite High Cost, Small Business Says It
Supports Universal Health Care, 80 Percent Say Employees Deserve
Health Coverage; SDBJ 9/10/07 by Jaimy Lee. "In a recent poll,
more than half of small-business owners in California said they are
in favor of contributing to a statewide pool that would offer
affordable health care insurance for their employees..."

Federal News
The
College Cost Reduction Act of 2007 (H.R.
2669) was
signed into Law on 9/27/07. The bill provides for
three major actions: increasing the maximum Pell grant
award; capping the loan repayment terms at 15% of
discretionary income; and creating a debt-forgiveness
program for public-sector employees, including those
working for nonprofit organizations.

IRS Releases 990 Draft/Redesign
Comments submitted through the comment period that
ended September 14, 2007. Many question whether the
additional requirements will actually increase
transparency or the other goals set by the IRS. The new
forms will increase the costs an organization will realize
for additional recordkeeping and document
preparation.

Fundraising Resources
Community Partnership for
Local Government Programming Video Grant Program - The San Diego
County Board of Supervisors approved five $10,000 grants to help local
non-profit and community groups produce half-hour video programs that will be
featured on County Television Network (CTN). Video should highlight the county’s
Strategic Initiatives: Children, The Environment, or Safe and Livable
Communities. Application deadline is 5 p.m. Nov. 19.
Recipients will be announced next March.

Seen but Not
Heard: Strengthening Nonprofit Advocacy provides new
research findings about the extent of nonprofit advocacy
while also detailing the barriers and incentives for
nonprofits seeking to engage in various types of policy
activities, including lobbying. The book, written by Gary
D. Bass, David F. Arons, Kay Guinane, and Matthew F.
Carter, with assistance from Susan Rees, is the
culmination of survey research, focus groups and
interviews with nonprofit executives and board members
around nonprofit policy engagement. It is a comprehensive
analysis of advocacy – which includes lobbying – by
charities and provides recommendations for strengthening
nonprofit policy participation. Published by the
Aspen Institute. Cost is $15.00;

Guidestar Releases Annual Compensation
Report using the data of 102,414 observations from 56,228
Forms 990 filed by 501(c) organizations with the IRS for fiscal year
2005. Report highlights include: women’s compensation still lagged
behind that of men; median compensation increases for CEO's at the
lower end of the pay scale received nearly a 7% increase, whereas
the higher paid CEO received only a 2% increase; and San Diego
ranked 7th of the 20 largest MSAs (Metropolitan Statistical Areas)
for the highest median compensation.

November 1st San Diego Transcript Insert
To coincide with the celebrations planned around philanthropy in
November and nonprofits, SANDAN has contracted with the Daily
Transcript to produce a Nonprofit Insert to be released on
November 1st in conjunction with our Annual Conference "Outlook
and Trends in the Sector."
We are offering SANDAN members past & present and those who have
a vested interest in the work that San Diego's nonprofit
community provides an opportunity to place an advertisement or
advertorial content in the insert. SANDAN's
Special Insert Ad Rates/Sizes are 10% below the Transcripts
standard rate.

"In The Know"
Assembly Member Mary Salas, District 79 attended our 1st In The
Know meeting hosted by Rady Children's Hospital. The intimate
lunch was attended by approximately 10 SANDAN members who had an
opportunity to discuss issues of concern to their organizations.
Assembly Member Salas sits on the Healthcare and Veteran's
Affairs Committees.
Monthly Member Meeting
If you missed the October 5th monthly meeting, you missed a
great opportunity to hear from Maddy Morris, Policy Advisor to
Supervisor Greg Cox, and Caridad Sanchez, District Director for
Senator Barbara Boxer. Both shared updates and answered
questions. Meeting notes will be posted in the Members Only
section of the website when finalized.
Contracting
Workgroup
Meetings are open to all County
contractors, co-convened by SANDAN and the County of San Diego
HHSA Agency Contract Support, and includes representatives from
Mental Health Contractors Assoc. and the ADS Providers
Association.
The next meeting is scheduled for October 25th from 2:00 - 3:30pm at County Mental
Health Services Admin. Office, 3255 Camino del Rio South, in the
La Jolla Room.
Notes from recent meetings and the Procurement Deep Dive
are posted on SANDAN's website. No meeting in November; and the
group will meet again on December 20th* (3rd Thursday).

North County Lifeline officially
announces that Donald Stump will
begin as
Lifeline’s new Executive Director on November 5, 2007. Executive
Director Shirley Cole who is retiring shared their announcement
with us by saying, "We are so excited to get such a qualified
and respected leader to head North County Lifeline."
San Diego County HHSA, prepares to say good-bye to
Diana Francis, Agency Contract Support Deputy Director when she retires at
the end of November after 35 years as a county employee. Diana has been working
with SANDAN as a co-convener of our Contracting Workgroup over the past few
years. The workgroup seeks to improve the County contracting system through
identification, improvement, and creation of solutions.
Elizabeth (Betty) Morris, President & CEO of the
San Diego Housing Commission will retire effective January
15, 2008.
SANDAN welcomes John
A. Ohanian as the new Chief Executive Officer of 2-1-1
San Diego.
