Respond to the Fires
United Way of San Diego County 2007 Fire
Recovery Funds
United Way of San Diego County sees the
long-term recovery from the recent wildfires as a critical issue
facing our community. In addition to our focus areas, Homeless
Outreach and Prevention, Stopping Child Abuse and Neglect, and
Promoting Financial Stability and Independence, United Way of
San Diego County will be administering two funds to help those
affected by the fires.
There are two funds the United Way will
be administering:
The United Way of San Diego County 2007
Fire Fund (SD07FF)
• 100% of these monies will help people
affected by the fires in San Diego County
• Distribution will be determined and
overseen by a volunteer committee of local community leaders
The United Way Southern California
Wildfires Recovery Fund (SCWFRF)
• 100% of these monies will help people
affected by the fires throughout Southern California
• Distribution will be determined and
overseen by a volunteer committee of representatives from Los
Angeles, Orange, Riverside, San Bernardino, San Diego, Santa
Barbara, and Ventura counties
These funds will help address and place
emphasis on needs including counseling, medical services,
vouchers for rent and utility assistance, and other pressing
long-term issues.

Application
for the United
Way of San Diego County 2007 Fire Fund. Initially,
these
funds will support local organizations in their immediate short
term needs for the relief and recovery efforts from the 2007
wildfires. In an effort to address the needs of
organizations as quickly as possible, completed applications
must be received by Wednesday, November 14, 2007 at 4pm. They
may be submitted via e-mail to
uwlocalrecovery@uwsd.org or via mail to United Way of
San Diego County, Attn: Community Impact Department, 4699 Murphy
Canyon Road, San Diego, CA 92123.

Volunteer San
Diego
As the county’s lead agency for
coordinating “spontaneous unaffiliated volunteers”, Volunteer
San Diego has been very busy since the fires started on
10/21.
Volunteers can
register anytime at
www.volunteersandiego.org.
VSD expects to provide volunteers for the
fire recovery for months, if not years. If you know of an
organization that has fire-related volunteer needs, please have
them contact
Debbie Krakauer by email or at 858-636-4184. Write “VOL OPS”
in the subject line indicating a need for volunteers. If
emailing or leaving a phone message, leave your contact
information along with the location, number of volunteers
needed, and special skills desired (e.g. truck drivers, RNs,
firefighters, etc.).
VSD staff is pleased with the increase in
people interested in non-disaster volunteer opportunities. This
is a great time to register general volunteer opportunities with
VSD as well, or to join our new membership programs. More

San Diego Youth &
Community Services has opened their doors to those in
need during this devastating time. They have put the message out
that they have a limited amount of housing available for
families as well as homeless youth. SDYCS has offered to help
families at the take Wing site by providing housing for those
that have been temporarily displaced. The Storefront facility
has accommodated several young people by giving them a place to
stay as well as helping to keep them off the street and out of
the hazardous air conditions. Several staff members have been
there to help as needed without being asked. They have done
their jobs and went over and beyond to make sure the people of
our community are taken care of as well. SDYCS will continue to
provide services to those in need for as long as it takes for
them to get back to their homes and their normal routines.

Corner Clubhouse Covers Fire Survivors
with Love
Corner Clubhouse members voted to donate
articles from the clubhouse thrift store to victims of the
numerous fires in San Diego County. On Oct. 24th 12 blankets,
nine sheets, four mattress pads, three pillows, two pillow
cases, 12 wash cloths, six hand towels, 44 bags of personal
hygiene products, 25 packets of Dry Mouth Therapy, assorted
games/puzzles and 77 large bottles of Nexus shampoo headed to
Father Joe’s Villages in Dixie’s full-to-the roof car. The St.
Vincent De Paul warehouse accepted the items after trips to
Qualcomm Stadium and San Diego High evacuation center revealed
that those shelters were adequately stocked.
Knowing that the Corner members would rise
to the occasion and respond with generosity, Program Director
Rebecca Ellis suggested that the program could spare some of the
blankets from the Clubhouse Thrift Store and the idea was put to
a vote. The donation grew as members began to go through the
thrift store and select other needed items. Members also
demonstrated similar acts of kindness during the 2003 Cedar Fire
when donating clothing and by making a financial contribution
after Hurricane Katrina.

South Bay
Community Services Assists Fire Victims
During the region’s fire crisis, South Bay
Community Services (SBCS) mobilized quickly to assist the City
of Chula Vista with volunteers and evacuation needs. SBCS
evacuated and relocated seniors, domestic violence victims
already in various shelters and helped other residents affected
by the fires and bad air quality. SBCS was also able to provide
food and crisis counseling and helped staff 211 - while
continuing to respond to 911 domestic violence calls.
Our hearts go out to the victims of the
fires. These past few weeks showed how important shelters and
resources are needed in our community to respond to needs
whether one time or ongoing. SBCS is able to do this each and
everyday and night due to the support of community members and
generous sponsors. We are grateful for the continuous support we
receive to be able to respond to the overwhelming needs.
South Bay Community Services is a
non-profit organization providing services, support and
opportunities for over 50,000 individuals and families annually
in the South San Diego County.

Would The Governor's Proposed Tax
Credit Make Health Care Affordable? California Budget
Project, released 10/22/07. A new CBP Budget Brief
analyzes the Governor's proposed tax credit aimed at
helping make health premiums affordable. The proposal,
part of the Governor's health reform plan, would provide
assistance to certain families with incomes up to 350
percent of the poverty line ($72,275 for a family of four)
to purchase health coverage through a new public
purchasing pool.

Making Ends Meet: How Much Does It Cost to
Raise a Family in California? CBP, released 10/17/07. This
report expands & updates previous reports, which estimate the costs
of housing, utilities, child care, transportation, food, health
coverage, taxes, and other necessities for families with two
children and for single adults. The study reports these basic
budgets for the state as a whole and for 10 regions throughout the
state.

Temporary Tax Relief Act of 2007 (H.R. 3996) - Amends
Internal Revenue Code provisions relating to the
alternative minimum tax, the discharge of mortgage
indebtedness, and tax administration and extends certain
expiring tax credits, deductions, and other tax
incentives.

IRS Releases Compliance Guidelines for
Public Charities & Private Foundations - Rules & regulations
continue to change, so the IRS is making it a bit easier for
nonprofits to keep up with significant changes, most notably the
Pension Protection Act of 2006.

More Proposed Changes - The IRS
has proposed new rules that would make group exemption letters and
decisions to deny or revoke tax-exempt status publicly available.
The IRS is accepting public comments on these disclosure rules

Station, Washington, DC 20044 or electronically via the Federal

The IRS also announced that they have resumed
issuing determination letters for Type III organizations and
established new determination criterion for these rulings.
e-Postcard (990-N) - small tax-exempt
organizations, whose gross receipts are normally $25,000 or less may
need to file the e-Postcard. Form 990-N
for Tax-Exempt Organizations not required to File Form 990 or 990-EZ.
This filing requirement applies to tax periods beginning after
December 31, 2006. Small organizations

GRANT
OPPORTUNITY
San Diego Women's Foundation (SDWF)
is currently accepting proposals in the field of
Civil Society. The Grants Focus this year is to build
resiliency of youth living in vulnerable communities
of the San Diego region by supporting community action
programs which help middle-school-age youth develop
positive skills and behaviors.

Panel on the
Nonprofit Sector has released
Principles for Good Governance and
Ethical Practice: A Guide for Charities and Foundations.
The Panel sets forth 33 principles of sound practice that
should be considered by every charitable organization as a
guide for strengthening its effectiveness and
accountability. Six of these principles describe actions
that all charitable organizations must take because they
are required by law.3 The other 27 describe actions that
charitable organizations should strongly consider
following, based on their legal and operational structure
and their particular charitable purposes.

The San Diego Business
Journal is preparing its annual List of Nonprofit Agencies. Only
501(c)(3) nonprofit agencies are eligible for the list. Educational,
biomedical research institutions and hospitals will not be included.
Participants will be ranked by total local revenue for San Diego
County Operations in 2006. If you would like to be included on this
list, contact Emily Knight by email at

survey which must be submitted no later than 11/16/07. Survey
information includes: organization contact info, revenue/expense
information, volunteers, FTE staffing, etc. SANDAN has been listed

Trends in the Sector" on November 1, 2007, opening
with speaker Stephen H. Velez-Confer,
USD Caster Family Center for Nonprofit Research. A sector-wide panel of
presenters followed including Victoria Hamilton, City of
San Diego Commission for Arts & Culture, Michael Carr of
SAY San Diego, Inc., Lisa Berlanga with the San Diego
Chapter of the California Charter Schools Assn., Rob
Hutsel with the San Diego River Park Foundation, Jo Dee
Jacob with Girl Scouts San Diego-Imperial Council
Inc.,
Nancy Jamison with
San Diego Grantmakers, Tom Scott of the
San Diego Housing Federation, Kristin Garrett with
Community Health Improvement Partners, and
ending with Luncheon Keynote Speaker Ruth Liu, the Associate Secretary of Healthcare Reform,
California Health and Human Services Agency.
The Daily Transcript honored Vista Hill for 50 years of
service and the Home of Guiding Hands for 40 years of
service to the people of San Diego. The conference was
sponsored by SANDAN, The Daily Transcript, Sempra Energy,
San Diego Youth & Community Services, and the University
of San Diego Nonprofit Leadership and Management Program.
To coincide with the SANDAN conference and other nonprofit
