Member Spotlight -
Casa de Amparo’s Child Development
Center and Family Visitation Programs have moved to a new
location in Oceanside, becoming the Child Development and Family
Services Center. The new facility allows Casa de Amparo to serve
significantly more children and families than previously.
“Now that the Center is operational, we’re
providing a more versatile, spacious, and healing environment
for our kids and their families,” says Executive Director Sharon
Delphenich.
While Casa de Amparo has been known as a
temporary emergency shelter for children who have been removed
from their homes as a result of child abuse, the new facility
reflects the organization’s emphasis on the prevention of child
abuse, abandonment and neglect. The organization still maintains
two children’s shelters in Oceanside, while the Child
Development and Family Services Center helps families stay
together, providing them with tools for communication,
discipline, anger management and stress relief through
therapeutic child care, parent education, and family counseling.

The new Center celebrated its opening on
Nov. 13, with a dedication ceremony attended by supporters,
including Oceanside Mayor Jim Wood. The city of Oceanside played
an important role in bringing the Center to completion, along
with San Diego County. Best-selling author Dave Pelzer, who
wrote the classic A Child Called It, highlighted the dedication
day with presentations to staff, volunteers and the community.

2-1-1 San Diego’s Response to Firestorm
2007
Robert, a 75 year old resident from Poway,
called 2-1-1 looking for evacuation information when the Witch
Creek Fire broke out. After finding out his area was not yet
being evacuated but could be in danger, he became frantic. As it
turns out, Robert was without transportation and had no family
members in the area to help him. By dialing “2-1-1,” a call
specialist was able to calm Robert and get him immediate
transportation services as well as shelter information. Robert
said that by calling 2-1-1 San Diego he was able to get the help
he needed quickly and efficiently.
2-1-1 San Diego is a nonprofit organization
with a mission to provide around the clock, easy access to
community, health, and disaster information through the phone,
internet, and print publications. Not only does 2-1-1 provide a
live person 24 hours, seven days a week to help San Diegans
navigate through a personal crisis when there is no where else
to turn, 2-1-1 also functions as a first responder of
information during a wide-spread disaster, such as the past
week’s firestorm.

When dialing 2-1-1, callers are
linked to highly-trained call specialist who can answer
questions about a variety of services and information,
like where to find child care, employment assistance, food
and shelter, protective services and legal aid,
counseling, |

parenting classes,
substance abuse, and employment or volunteer opportunities.
In times of disaster, 2-1-1 is mobilized
within the County's emergency operations system as a central
communications link for the public. In the past week, 2-1-1 has
been helping San Diegans with 24-hour a day, up-to-date
information about mandatory evacuations, shelter locations, road
closures, and relief and recovery resources, as well as helping
those without internet access to register cell phones to receive
reverse 911 calls.
Since last Sunday, 2-1-1 has spoken to more
than 116,000 San Diegans, with the majority of those individuals
looking information relating to the firestorm. That represents
an increase of over 7,000% from our normal day at 2-1-1. By
working with more than 1,500 volunteers, 2-1-1 has been able to
meet the demand of the community in providing the necessary
information to get San Diegans back on their feet.
As the recent disaster begins to evolve,
2-1-1 will continue to be a source of information during the
recovery period by supporting individuals who have been affected
by this disaster. 2-1-1 will also continue to provide all San
Diegans who are in crisis or in need of help the resources they
need to build and sustain healthy lives, like Robert.
Continuing in its mission to provide easy
access to services, information can be accessed through a TTY
service for the hearing impaired, and most recently, from all
major cell phone service providers (wireless service providers
fees apply). 2-1-1’s call center staff are fluent in English,
Spanish, and Somali, and also utilizes a translation service
that offers more than 150 languages. All caller information
collected by 2-1-1 staff is kept anonymous.

New San Diego Lobbying Law Applies
to Nonprofits

On January 1, 2008, a new lobbying disclosure
law takes effect for the City of San Diego. The law modifies the
existing law by defining three types of lobbying organizations, two
of which must register and report certain activities and
expenditures and a third type of lobbying organization that must
report certain expenditures. This article gives an overview of the
requirements and links to more detailed information. However, anyone
that deals regularly with city officials should read the information
provided by the Ethics Commission and the City Clerk (see link at
end).
What Is A Lobbyist?
A “lobbyist” is defined in the City’s Lobbying
Ordinance as any individual who engages in “lobbying activities.”
The most important part of “lobbying activities” is lobbying itself,
which occurs when an individual has a direct communication with a
City Official outside of a public meeting (e.g., a private meeting,
talking on the telephone, sending a letter or e-mail) for the
purpose of influencing a municipal decision.
Other “lobbying activities” include monitoring
municipal decisions, preparing testimony and presentations, engaging
in research, performing investigations, gathering facts, attending
hearings, communicating with clients, and waiting to meet with City
Officials, to the extent that such activities are related to
influencing a municipal decision. The term “City Official” does not
include all City employees, but to elected officials, their senior
staff, appointed commission members and senior agency staff.

California's Fiscal Outlook: LAO Projections 2007-08 Through 2012-13,
released 11/14/07. At the time the 2007‑08 Budget Act was enacted in August
2007, the budget plan focused on closing the gap between General Fund revenues
and expenditures for the fiscal year and maintaining a $4.1 billion
reserve. Since that time, the 2007‑08 budget situation has deteriorated by
almost $6 billion. Under our forecast, absent corrective action, the state
would end the current fiscal year with a $1.9 billion deficit... (pdf

State tax-exempt status (AB 897) takes effect January 1, 2008. It deletes the current requirement that
nonprofits apply for tax exempt status with the state Franchise Tax Board and
provides that an organization is exempt from state taxes if approved by the
Internal Revenue Service pursuant to Section 501(c)(3) of the Internal Revenue
Code for tax exempt status. Nonprofits must file a copy of the IRS notification
with the CA Franchise Tax Board as well as notify them if status is suspended or
revoked.

Estate Tax Revision Legislation - On
November 14, 200, the Senate Finance Committee held a hearing on
estate tax laws with guest witness Warren Buffet who stated the tax
repeal would only benefit the richest of Americans and not improve
the well-being of the lower-income worker. On 11/20/07, OMB Watch

The College Cost Reduction Act of 2007 (H.R.
2669) was signed into Law on
9/27/07. The bill provides for three major actions: increasing the maximum Pell
grant award; capping the loan repayment terms at 15% of discretionary income;
and creating a debt-forgiveness program for public-sector employees, including
those working for nonprofit organizations. Amendments made by this law became
effective on October 1, 2007. Interest rate cut savings per
California student over the life of the loan at 4-year school (once
fully phased in) will be $4,830.

Technical Amendments of 2007 (HR 4153) makes certain technical
corrections and transition amendments to the College Cost Reduction
and Access Act above.
HR 4153 adds special rule for married borrowers filing separately-
'In the case of a married borrower who files a separate Federal
income tax return, the Secretary shall calculate the amount of the
borrower's income-based repayment under this section solely on the
basis of the borrower's student loan debt and adjusted gross

Electioneering Communications -
Nonprofits may run issue ads during election periods that mention
federal candidates under certain conditions including urging a
candidate to take a particular position or action with respect to an
issue under new rule by the FEC. Disclosure rules
regarding sources of funding and donors must be followed. For

IRS News
Additional changes to form 990 are due to be
released by years end. The IRS is racing to finish the overhaul
which has already included some of the suggestions from over 650
comments received following the June release of the redesigned
forms.
IRS Reminds Charities and Churches of
Political Activity Ban - The Internal Revenue Service has
reminded section 501(c)(3) organizations, including charities and
churches that federal law prohibits them from becoming directly or
indirectly involved in campaigns of political candidates.
Political campaign activity has been banned for
more than half a century and bars certain tax-exempt organizations
from engaging on behalf of or in opposition to political candidates.
However, these organizations can engage in advocating for or against
issues and, to a limited extent, ballot initiatives or other
legislative activities.
The IRS suggests that all nonprofits and
religious organizations review the guidance they have issued to help
them avoid any problems.

Economic Prospects and Strengthening Connections for Vulnerable
Families - this report draws on a unique survey of residents in
10 vulnerable urban neighborhoods to examine the financial
well-being and economic integration of families of different racial,
ethnic, and nativity status. The paper explores the extent to which
the economic well-being of immigrant groups is influenced by
specific factors related to their immigrant status, compared with
members of native-born minority groups and native-born whites.

Salute to Excellence Awards on Friday, November 30, 2007. Congratulations to

Dr. Ruth Riedel is leaving the Alliance Healthcare
Foundation on January 1, 2008 after 19 years as founding President and CEO.
Since the Alliance’s inception, Riedel has overseen the disbursement and
tracking of over 1,300 grants totaling more than $43 million. These grants were
leveraged by working with funding partners who contributed an additional $41
million. After January 1, Dr. Riedel plans to continue using her experience to
benefit other organizations dedicated to advocacy and services for underserved
populations.
