The
Office of Management and Budget states, The President’s
FY2008 Budget reduces the deficit each year and reaches a
balanced budget within five years. A strong economy and better
spending restraint will help us achieve this goal, while
continuing to invest in the Nation’s prosperity and security.

Watch Releases Analysis of Bush FY 08 Budget Request, 2/6/07
CBP Budget Brief, What Would the President's Proposed Budget
Mean for California? "President Bush released his $2.9
trillion proposed budget for federal fiscal year (FFY) 2008 on
February 5. The proposed budget calls for sizeable reductions
over five years in domestic “discretionary” spending. These cuts
would affect programs that are funded by annual federal
appropriations, excluding programs related to defense and
international affairs..." released February 2007.
CBP Budget Brief, SCHIP Reauthorization: President Proposes
Insufficient Funding for Healthy Families. "California
makes health coverage accessible to millions of children through
the Healthy Families and Medi-Cal Programs using state and
federal funds. Healthy Families currently provides low-cost
health coverage to over 775,000 children, thereby reducing the
number of children who would otherwise be uninsured. The federal
funding that supports Healthy Families expires in 2007, and the
President’s Proposed Budget for FFY 2008 fails to provide
sufficient funding to sustain the current program..."

110th Congress
On February 14, 2007, Congress approved the
last of FY2007 appropriations by passing the $463.5 billion
joint resolution (H.J. Res. 20 - Votes: House, 286-140 & Senate,
81-15); Public Law No: 110-005 was signed by President Bush on
February 15, 2007.
Grassroots
Lobbying Survey results from an OMB Watch survey on
federal grassroots lobbying disclosure are in. Over 1,100 people
responded to the survey and 70% strongly supported federal
grassroots lobbying disclosure in general, while 18% moderately
supported the concept. The other 9% were against disclosure. Of
the nonprofit organizations who responded to the survey, nearly
56% strongly supported disclosure.

Tax Laws, the
Pension Protection Act of 2006 (H. R. 4) - contains
numerous changes to the tax law provisions affecting tax-exempt
organizations. To clarify, the IRS has posted reporting
requirement guidance on its website. Key provisions are

How has your organization benefited
from the new IRA Charitable Rollover Incentive?
SANDAN would
like know how much revenue nonprofits in the San Diego region have received
through the rollover incentive.

Congress
passed the Pension Protection Act of 2006 on August 17, 2006, which provided a
number of charitable giving incentives and safeguards including the IRA
Charitable Rollover. Many donors have already taken advantage of the IRA
Charitable Rollover and we would like to know if your nonprofit organization has
benefited from their generosity.
The provision
allows contributions as much as $100,000 tax-free to charity from an IRA. People
70½ or older can roll over up to $100,000 a year from their IRAs to charities.
The provision is set to expire at the end of 2007, but as part of the
$2.9-trillion budget sent to Congress last month, President Bush proposes to
permanently extend this giving opportunity.

Workgroup
Next meeting is
scheduled for March 22nd from 2:00 - 3:30pm at County Mental
Health Services Admin. Office, 3255 Camino del Rio South, in the
Bonita Room. Meetings are open to all
County contractors, co-convened by SANDAN and the County of San Diego HHSA
Agency Contract Support, and includes representatives from
Mental Health Contractors Assoc. and the ADS Providers
Association. If you would like to be
included in email notices for the contracting workgroup, please sign up on

Congratulations to USD Kaleidoscope Award for Exceptional Governance recipients
Casa de Amparo, Home of Guiding Hands and the Jewish Community Foundation.
The award was presented on Saturday, February 3rd, at the conclusion of the two
day Governance Matters seminar for nonprofit boards. The award represents the
highest of standards to quality of service and operations.
