Governor's Health Proposal Raises a Number of Questions - The proposal would require individuals to carry a minimum level of health coverage; expand public health insurance programs; subsidize coverage for certain low-income Californians; and impose fees on employers that do not offer their workers health coverage, as well as on hospitals and physicians. Lobbying & the City of San Diego - The city has updated its lobbying guidelines and application form. Lobbying is direct communication with a City official for the purpose of influencing a municipal decision. Are you in compliance? The OMB Earmark Database is available to view appropriation  earmarks for fiscal year 2005 online. At this time the database is incomplete and does not include all the information as promised, but its a start. Click here to view.

110th Congress, IRA Rollover Act of 2007

The Public Good IRA Rollover Act of 2007 was introduced in Congress to extend the current IRA Rollover which is scheduled to expire 12/31/07, by making it permanent. It would remove the current $100,000 annual limit on donations, make all charities eligible to receive donations, and provide IRA owners with a planned giving option starting at age 59½. instead of 70½; for more information.

Long Hours, Low Pay Turn Off Young Nonprofit Workers, Study Finds, By Caroline Preston; The Chronicle on Philanthropy, 3/13/07. A new survey of young nonprofit workers shows that long hours and low pay are a key reason that few of them expect to stay in the charity world throughout their professional careers — and even fewer desire to become top leaders of nonprofit organizations.

Question of the Month ~

How has your organization benefited from the new IRA Charitable Rollover Incentive? SANDAN has extended this question of the month through the end of March. We would like know how much revenue San Diego nonprofits have received through the rollover incentive.

Congress passed the Pension Protection Act of 2006 on August 17, 2006, which provided a number of charitable giving incentives and safeguards including the IRA Charitable Rollover. Many donors have already taken advantage of the IRA Charitable Rollover and we would like to know if your nonprofit organization has benefited from their generosity. Please take a few moments and complete our poll.

SANDAN's member Directory is now posted online and available to members only. Members may access the Members Only section of the website using your assigned password and view or print the file. Staff will be revising and adding new/renewing members in April - so get your membership application and cost share contributions to us in the next month to be listed.

Contracting Workgroup

March 22nd meeting has been canceled and we hope you will attend the Pandemic Preparedness Summit instead. For more information on the summit, click here.

We plan to reconvene the workgroup on April 26th from 2:00 - 3:30pm at County Mental Health Services Admin. Office, 3255 Camino del Rio South, in the Bonita Room. Meetings are open to all County contractors, co-convened by SANDAN and the County of San Diego HHSA Agency Contract Support, and includes representatives from Mental Health Contractors Assoc. and the ADS Providers Association. If you would like to be included in email notices for the contracting workgroup, please sign up on SANDAN's website.

The County is organizing a "Deep Dive" on the procurement process to gather input and strategize what is working and not working to improve the process. If you would like to participate, please email SANDAN using our contact form.

Nominations are needed for Mental Health Person of the Year and 11 Community Awards to be presented at the 21st Annual Mental Health Recognition Dinner on June 1st at the San Diego Marriott Mission Valley. Your nomination must be postmarked by 4/6/07. More information...

Congratulations...

Congratulations to Scott H. Silverman, Executive Director and Founder of Second Chance, who was nominated to join the City of San Diego's Commission on Gang Prevention and Intervention by Councilmember Toni Atkins and approved by the City Council. Scott was officially sworn in on February 27, 2007.
