Member Spotlight
St. Madeleine Sophie's Center -
Serving San Diegans since 1966, SMSC has enriched the
lives of adults with developmental disabilities by helping
them to gain self-sufficiency and inner fulfillment
through meaningful work and personal expression. The
Center offers value-based, licensed vocational day
training programs that include Art, Aquatic/Fitness, Basic
Life Skills, Computers, Culinary Arts, Organic Gardening,
and Speech Therapy. St. Madeleine's currently serves more
than 260 students.
We have just completed a beautiful
14,000-square-foot, two-story Education Center Building to
support SMSC's students and our community. This expanded
space will now allow us to reach even more of the growing population of
people with developmental disabilities. Our new Education Center
Building features a state-of-the-art adaptive technology
computer lab, rooms for speech and reading programs, supportive
employment training center, "Sophie's Too!" our new on-campus
gift shop, and a meeting and event space to host student
programs and community events. Visitors are encouraged to tour
our campus and see the many programs and services offered to
people with developmental disabilities and through our gift
shop, organic garden and Olympic pool, for the general public.
We're also pleased to announce our 30th
Annual, "Haute with Heart" Fashion Show to be held on Saturday,
August 25 at the Sheraton San Diego Hotel & Marina from
10am-2pm. And, through the generosity of three special donors,
we have been challenged to raise $300,000 that will be matched
and designated for the building fund! All donations through the
Fashion Show will support the building fund and "in-effect" be

State & Local News
Draft 2007 RTP workshops scheduled
for July
The SANDAG Board of Directors
accepted the Draft 2007 Regional Transportation Plan (RTP)
for distribution and public comment on Friday, June 22,
2007. A copy of the draft report is available in PDF
format at
www.sandag.org/2007rtp.
Required by state and federal
regulations, the RTP is the public policy component of the
SANDAG Regional Comprehensive Plan for how people and
goods will move around the region through the year 2030.
The draft 2007 RTP Environmental Impact Report also was
authorized for distribution as soon as it is available.
Public workshops to solicit public
comment and participation on the Draft 2007 RTP are
scheduled throughout the region in July.

Federal News
The House Ways & Means Oversight
Subcommittee will hold an overview hearing, July 24,
2007, on tax-exempt organizations (501(c)(3) charities and
foundations). The hearing will review the overall state of
this sector, including activities and measures for
ensuring public accountability and good governance
including: the enactment of the Pension Protection Act of
2006 (P.L. 109-280), the release of the redesigned draft
IRS Form 990 and the activities of the Exempt
Organizations Office of the IRS’s Tax Exempt and
Government Entities Division.
Due to limited time, only invited
witnesses representing the Internal Revenue Service, the
U.S. Government Accounting Office, the Independent Sector,
and the Council on Foundations will provide oral
testimony. However, any individual or organization may
submit a written statement for consideration by the
Subcommittee and for inclusion in the record of the

IRS Forms 990 Redesigned
Because the
Revision of IRS Form 990 is extremely important to all
nonprofits - we wanted to share the information with you
one more time. Please take the time to review and share
your thoughts.
The redesign of Form 990 is based on
three guiding principles: enhancing transparency,
promoting tax compliance, and minimizing the burden on the
filing organization. The IRS anticipates using the new
form for the 2008 tax year.
IRS officials will discuss the
revision in a
telephone forum on July 18 and 19, 2007. Questions concerning the redesigned
form and instructions should be e-mailed to the IRS at
Form990Revision@irs.gov; or mailed to Form 990
Redesign, ATTN: SE:T:EO, 1111 Constitution Ave., N.W.,
Washington, DC 20224. Comments are due no later than
September 14, 2007.
Revenue Ruling 2007-41, Political
Campaign Activities of Exempt Organizations provides
guidelines on the scope of the tax law prohibition of
campaign activities by section 501(c)(3) tax-exempt
organizations. The ruling shares 21 factual situations
involving 501(c)(3) organizations, including churches, and
activities that may be prohibited campaign intervention.
The ruling applies tax law and regulations and concludes
whether prohibited political activity has or has not
occurred.

COOKING-UP AN ENTICING
RESPONSE TO AN RFP
Have you ever tried to make a soufflé? It’s
not easy - even when you follow the instructions to the letter.
You can invest a lot of time and ingredients (resources); have a
dinner party of expectant friends eagerly waiting for dinner
(the return on your investment); and still end up dining on
frozen pizza.
There may be times when proposing for a
contract service with the County of San Diego Health and Human
Services Agency feels like making a soufflé: time consuming and
costly with the oven door closed for long periods and little
certainty of success. The request for proposal (RFP) process is
a substantial commitment on the part of any organization. The
competitive process demands a lot of effort on the part of your
agency to build an outstanding proposal. The process also has
risks - every agency that submits an offer will invest resources
in building proposals but not every agency will be awarded a
contract.
What does it take to make a delicious
soufflé? When your organization prepares to submit a proposal,
how can you increase the likelihood of winning an award? First,
there is the recipe or the RFP – that is a key starting point.
You have the main ingredients of the recipe on hand: great
services, effective delivery, and good value. Additional
ingredients you have available include: a computer, a mouse, and
coffee (optional – but highly recommended). In the RFP process,
it is what you do with all of those ingredients that really
counts....

San Diego Futures Foundation was recently awarded a grant
from AT&T’s Excelerator Fund. With these funds SDFF is
launching the “Extreme Technology Makeover” program
which offers free technical services and upgrades to
select San Diego nonprofits. Makeover offerings include:
technical services, computers, software, consulting, and
web development.

Contracting
Workgroup
The next meeting is scheduled for July 26th from 2:00 - 3:30pm at County Mental
Health Services Admin. Office, 3255 Camino del Rio South, in the
La Vista Room.

Meetings are open to all County
contractors, co-convened by SANDAN and the County of San Diego
HHSA Agency Contract Support, and includes representatives from
Mental Health Contractors Assoc. and the ADS Providers
Association.
Children's Service Committee
This committee is open
to all SANDAN members with an interest in children's issues and
services. All meeting documents are available in the Member's
Only section of the SANDAN website. There has been a brief delay
in the release of County MHSA Prevention and Early Intervention
funds. The county was ready, but the state has yet to publish
guidelines. Stay tuned till possibly September....
On another note, congratulations to
Walter Philips who has agreed to co-chair the CMHSOCC for
the next 2 years. Walter was nominated by the MHCA,
one of 3 provider group seats on the council.
Movin' & Shakin'...
Shirley Cole, Executive Director of
North County Lifeline, Inc., is set to retire at the end of 2007
after 25 years with the organization. We understand that Shirley
is planning to spend her retirement consulting with nonprofits
and sharing her expertise while spending more time with family.
Bruce Petrozza joins the County of San Diego as
Manager of Contracting, Dept. of Purchasing and
Contracting. His position oversees all county contracting
