Member Spotlight
Survivors of Torture, International (SURVIVORS) is the
only organization in San Diego County dedicated to caring
for survivors of politically-motivated torture and their
families living in San Diego. Since 1997, SURVIVORS has
helped more than 650 torture survivors from more than 55
countries to recover from their traumas through a holistic
program including medical, dental, psychiatric,
psychological, legal and social services. SURVIVORS
empowers torture survivors to reclaim the strength and
vitality stolen from them by brutal dictators and
governments. The specialized care SURVIVORS provides these
vulnerable individuals helps them to become
self-sufficient and healthy members of their families and
of our community.
SURVIVORS also
educates the professional communities and the general public
about torture and the needs of torture survivors. Toward that
end, SURVIVORS' staff members frequently speak in academic,
professional, religious and community settings to share their
knowledge of the devastating effects of torture and the benefits
of treatment. SURVIVORS maintains a coordinated effort at the
local, state and national government levels to advocate on
behalf of torture survivors and against the use of torture.
SURVIVORS
maintains an active presence in San Diego’s non-profit community
as a member of the San Diego Coalition for Mental Health, SANDAN,
The San Diego Refugee Forum, the Mid-City Community Action
Network, Metropolitan Area Providers of Social Services, and the
Emergency Resource Group. Since being awarded a contract by
San Diego
County
to provide service to survivors of torture, SURVIVORS has also
been a participant in SANDAN’s Contracting Workgroup.

Recently, Community Research Foundation (CRF)
was awarded a new MHSA Children’s Cultural/Language
Specific Mental Health Program by the County of San
Diego Mental Health Services. The new program has
been named as “Cultural Access and Resource
Enhancement (CARE)” and is co-located with Douglas
Young Youth and Family Services in Kearny Mesa.
The CARE
program is unique in that the entire staff is bi-cultural and
bi-lingual and thus reflects the cultural/ethnic background of
its targeted client/family population. The target population is
the Latino and Asian/Pacific Islander (API) who are unserved
and/or underserved.

The CARE
staff provides a full range of culturally integrated
mental health services and extensive outreach to the
Latino and API communities in North Central and Central
San Diego. One of the distinctive aspects of the CARE
program is the role of the Consumer/Family Partner (C/F
Partner). The C/F Partner is a person |

who acts as a “case manager” providing outreach to the community
in the form of education on culturally specific services, making
initial contact when a client/family is identified to help those
families link up with the mental health services and provide the
continued assistance with families such as resources to housing,
food, and cultural supports. There is an emphasis on strong
connections to ethnic-specific organizations, to comprehensively
address client and family needs while respecting and working
within their cultural beliefs, supports, and norms. Clients are
enrolled in a Full Service Partnership program to fully address
client and family needs. Services are provided by a team which
includes mental health clinicians, C/F Partners, a registered
nurse and a psychiatrist.

Question of the Month - September
How did the state Budget Crisis
affect your ability to operate your nonprofit?
It took 52 days before the CA State Legislators approved a budget. SANDAN
would like to know how your organization was affected by
this impasse, what measures your organization took to stay
in business, etc. If your organization is effected by Gov.
Schwarzenegger's vetoes, please share that information
also. Thank you.

Draft 2007 Regional Transportation
Plan (RTP)
RTP s the public policy component of the SANDAG
Regional Comprehensive Plan for how people and goods will move
around the region through the year 2030. Comment period runs through
Monday, September 17, 2007. Written comments may be sent via e-mail,
fax, or mail.

Federal News
Priority Guidance Plan for 2007-08
Besides finalizing the redesign of
IRS Form 990, there are 16 additional items on the joint
Treasury Dept./Internal Revenue Service priority list of
interest to nonprofits. Here are a few, but you can read
the whole list at

- Final
regulations under Internal Revenue Code sections 501(c)(3)
and 4958 on revocation standards for organizations that
engage in excess benefit transactions.

Proposed regulations on new requirements for supporting
organizations added by the
Pension Protection Act of 2006
-Regulations regarding qualified tuition programs under
section 529.
- Final
regulations on excise taxes on prohibited tax shelter
transactions and related disclosure requirements.

Proposed regulations on new excise taxes on donor-advised
funds, as added by the Pension Protection Act of 2006.
-
Proposed regulations under Code section 170(f)(12),
regarding contributions of qualified vehicles.

Proposed regulations under section 664(c) to reflect 2006
legislation concerning the effect of unrelated business
income on charitable remainder trusts.

for Redesigned IRS 990s
IRS Form 990 Revise - Documentation
The IRS anticipates using the new
form for the 2008 tax year. Comments & questions concerning the redesigned
form and instructions should be e-mailed to the IRS at
Form990Revision@irs.gov; or mailed to Form 990
Redesign, ATTN: SE:T:EO, 1111 Constitution Ave., N.W.,
Washington, DC 20224. Comments are due no later than
September 14, 2007.
Congress Finally Passes Lobbying and Ethics Reforms
In a nutshell - Congress finally passed the
Honest Leadership and Open Government Act of 2007 (S. 1). The new
law is the most significant lobbying and ethics reform in a decade
and should make Washington more accountable and transparent. The Act
presently waits to be signed by President Bush. Reforms include:
addressing the problem of stealth coalitions; identification of
legislator who wants to block legislation from moving forward;
earmarked spending items and tax expenditures in bills, resolutions,
conference reports and managers' statements will be identified and
posted on the Internet at least 48 hours before a vote on the
underlying legislation; revision of the Lobby Disclosure Act to
require quarterly reporting and creation of a searchable online
database, and reporting the bundling of contributions ($15,000
during a 6 month period); 2 year wait period to become a lobbyist
after serving in Congress; pay the equivalent of charter fares for
rides on private planes, will no longer be able to accept gifts and
meals from lobbyists; and all committee and subcommittee meetings
will be publicly available through the Internet. To read

Fundraising Resources
Community Partnership for
Local Government Programming Video Grant Program - The San Diego
County Board of Supervisors approved five $10,000 grants to help local
non-profit and community groups produce half-hour video programs that will be
featured on County Television Network (CTN). Video should highlight the county’s
Strategic Initiatives: Children, The Environment, or Safe and Livable
Communities. Application deadline is 5 p.m. Nov. 19.
Recipients will be announced next March.

for Good, is a way to engage your supporters in fundraising for you with their
own friends and family online with charity badges, which are fundraising
widgets. This approach of person-to-person fundraising is often called "viral
fundraising," and it's a new way your most loyal donors can help you. Hanes
is providing six $10,000 grants to top fundraisers from
July 19th and September 16th at 11:59pm
ET. Any badge created at Six Degrees during our matching grants
campaign is eligible for the matching grants. There's no charge for
creating badges. The only fees involved with the program are the Network for
Good transaction processing fees, which are 4.75% of transactions.

"Nonprofit Listening Post Project’s Investment
Capital Roundtable followed up on the project’s 2006 groundbreaking
survey of nonprofit access to investment capital, which provided the
first-ever empirical data on this important topic. revealed that
while overwhelming majorities of nonprofit human service, arts, and
community development organizations experienced significant capital
needs over the previous two years, well under half of these

Charity Navigator 2007 Special Events Study
Over the summer it seems that every weekend there is
another fundraising event to benefit a nonprofit
organization. The Charity Navigator users have been asking

Labor Day 2007: California's
Workers Face a Mix of Promising & Troubling Trends,
California Budget Project, 8/2007 - "Newly released income
and poverty data show that in 2006, California’s families
finally began to regain ground lost during the 2001
recession and the weak economic recovery that followed.
However, in recent months, California’s unemployment rate
has increased sharply and job growth has slowed,
reflecting, in part, the downturn in the housing market.
Housing-related industries – a major driver of the state’s
job growth during the early years of this decade – have
lost jobs during the past year and recent developments
suggest that the decline has yet to bottom out. The key
question in coming months is whether the continuing
slowdown in housing will spread to the broader economy."

Workgroup
Meetings are open to all County
contractors, co-convened by SANDAN and the County of San Diego
HHSA Agency Contract Support, and includes representatives from
Mental Health Contractors Assoc. and the ADS Providers
Association.
The next meeting is scheduled for September 27th from 2:00 - 3:30pm at County Mental
Health Services Admin. Office, 3255 Camino del Rio South, in the
La Jolla Room.

Dr. Pamela Choice, has been named
Chapter President/CEO of the National Multiple Sclerosis
Society, Pacific South Coast Chapter, succeeding the retiring
Allan Shaw. Many of you know Pamela from our SANDAN monthly

Children as Director of Quality Improvement and Evaluation.
