John Ohanian, New Chief Executive
Officer at 2-1-1 San Diego
Experiences Trial by Fire
John Ohanian was appointed Chief Executive
Officer in September of 2007 and a month later was charged with
leading 2-1-1 through its largest disaster response in history.
Both the news and community officials referred those with
evacuation-related questions to 2-1-1; their operators filled an
important void by giving out evacuation updates that were
updated as it happened. Due to the establishment of a
partnership with Volunteer San Diego, 2-1-1 was able to staff
phone lines with more than 1,200 volunteers at nearly a moment’s
notice.

Ohanian recalls, “It became apparent that often what our
callers needed more than anything was a live person to
help them navigate this difficult time by talking them
through the process, finding them a safe route and
encouraging them to cooperate with emergency services.
More than ever, the 2007 wildfires emphasized the
importance of creating a strong disaster response network
that utilizes a wide range of existing services and
reduces the strain on already over-expanded resources.
That’s what 2-1-1 is all about - providing easy access, 24
hours a day for needed information about community, health
and disaster resources.” |
Because of the
recent fires, 2-1-1 believes that immediate access to a large
population of volunteers is critical to the County’s ability to
react during a disaster. A permanent volunteer program has been
created utilizing Volunteer San Diego as a key resource. Joy
Fahrenkrog, a volunteer who started off simply helping staff
schedule volunteers, quickly jumped to the opportunity to manage
the volunteer phone center during the midnight to 8:00 a.m.
shift for several nights. “I was blown away at how many people
in San Diego wanted to help, said Fahrenkrog. “The volunteers
did an amazing job with the gravity of the situation we were all
going through. It gave me a new appreciation for community.”
With the help of the volunteers and the 7,000 hours they gave,
2-1-1 was able to serve 120,000 individuals within the 14-day
disaster period, and ultimately help put San Diegans back on
their feet.
“2-1-1 plays a critical role in providing
information to residents of our County, especially during
disasters,” said Greg Cox, San Diego County Supervisor for the
First District and chairman of the 2-1-1 Leadership Committee.
“The County of San Diego has made major improvements in its
ability to communicate with the public during emergencies. 2-1-1
has been a great partner with the County and we look forward to
working with Mr. Ohanian on that effort and other efforts to
help our residents.”
2-1-1 is the only free, confidential,
dialing code service in San Diego that provides a wide range of
immediate community, health and human service resources to local
families. 2-1-1 callers find an expert able to direct them to
public and private services 24 hours a day, 365 days a year. In
addition to our regular service connecting families’ services
such as rehabilitation, legal aid or shelter, 2-1-1 also acts as
the County’s first responder of public information during a
regional disaster. The staff disseminates evacuation and safety
information as well as personally answers questions and provides
over-the-phone support.

New San Diego Lobbying Law Takes
Effect January 1, 2008 - The city has updated its
lobbying guidelines and application form. Are you in

Ethics Commission, City of San Diego - Lobbyist Information
Minimum Wage Goes to $8.00 per hour
effective January 1, 2008.
California Budget Project's Policy Point "California's Two-Step
Minimum Wage Increase Provides an Important Boost to Low-Wage
Workers' Earnings" represents the 2nd of a two step wage
increase which increases the minimum wage worker's annual income by
$2,600 in 2008. (CBP report released 12/2007)
IRS News
IRS Releases Implementing Guidelines - The report on Exempt
Organizations FY 2007 accomplishments and describes EO’s program
plan for the upcoming year.
Final Redesigned 990 - On December 20, 2007, the IRS
released a redesigned Form 990, Return of Organization Exempt from
Income Tax, for tax year 2008 (to be filed in 2009 and later years).
The new form incorporates comments and suggestions from the over 650
e-mails and letters received during the comment period, which closed
on September 14, 2007. It retains the redesigned draft’s format of a
core form and a series of schedules. In response to public comments,
the new core form allows an organization to describe its exempt
accomplishments and mission up-front and provides more opportunities
throughout the form for the organization to explain its activities.
Other major changes were made to the form’s summary page, governance
section, and various schedules, including those relating to
executive compensation, related organizations, foreign activities,
hospitals, non-cash contributions and tax exempt bonds.I

A team of students in this course will develop a framework
for a strategic business plan for a nonprofit corporation.
The resulting products will include a definition of the
“Plan to Plan”, identification of key issues facing the
organization, research to develop data / information
essential to understand the answer to the key and an
analysis of the information to assist the organization in

Management & Operations of the One-Stop Career Centers - The San Diego
Workforce Partnership has issued a Request for Proposals (RFP). Deadline
for submittal of proposal is 3:00pm January 23, 2008.

Are Children Accessing and Using Needed Mental Health Care
Services? Despite generous mental health
benefits offered under the program Healthy Kids program in
San Mateo County, CA - only a small fraction of enrollees
with mental health conditions receive care. This report
shares data on mental health coverage benefits and
enrollee's access to and use of mental health services
through the program. The brief also shows that enrollees
with mental health needs have higher use of other health
services compared to all Healthy Kids members. and shares
possible reasons why more children do not use mental

Are Employers Willing to Hire and Retain Older Workers? As
baby boomers continue to work ebyond traditional retirement ages,
the older adults' employment is attracting atention. This brief
examines attitudes toward older workers and future demand for
their services. (Released 12/7/07, Author: Gordon Mermin; Urban
Institute.)
Will Retiring Boomers Form a New Army of Volunteers? Based
on data from the Health and Retirement Survey, this report shows
that while most volunteers acquire the volunteer habit while still
working, a significant share begins volunteer work after retirement.
Among adults who retire, 45 percent engage in formal volunteer
activities even though only 34 percent of these same adults
volunteered while working. Since boomer cohorts following this group
will be much larger, nonprofit organizations seem destined to
benefit from a significant growth in the services of

Meetings are open to all County
contractors, co-convened by SANDAN and the County of San Diego
HHSA Agency Contract Support, and includes representatives from
Mental Health Contractors Assoc. and the ADS Providers
Association.
The next meeting is scheduled for January 24th from 2:00 - 3:30pm at County Mental
Health Services Admin. Office, 3255 Camino del Rio South, in the
Garden Room.
