SANDAN Question
of the Month
Nonprofit Leaders Outscored Their Business Counterparts in a
360-Degree Evaluation
The Community Resource Exchange, a nonprofit
social-change consulting firm, in partnership with Performance Programs
Inc., a consulting firm that specializes in leadership and
organizational assessment, conducted a research study comparing the results of a
Clark-Wilson Leadership Survey of Leadership Practices.
The 360-degree evaluation of nonprofit leaders and business leaders was based on
feedback from direct reports, managers, peers, and a category called "others".
Nonprofit leaders outscored for-profit leaders in 14 out of the 17 dimensions of
leadership practices queried. These findings are very important for potential
contributors, boards of directors, and the public that often sees the nonprofit
sector as the lesser sector. The Nonprofit Quarterly covered the results in
their Winter 2008 Issue.
After reviewing the results of this
groundbreaking study and Jim Collins analysis, we hope you will
share your thoughts with SANDAN by completing our

Nonprofit Compensation Survey
The Center for Nonprofit Management in Los
Angeles is conducting its Annual California Compensation &
Benefits Survey through February 15th. All California nonprofit
organizations with at least 1 paid employee may participate. Every
survey participant will receive up to 70% off the cost of the report
when completed. The results can be used to make sure that your are
paying competitive salaries and your board can use them to make sure
that they are paying the executive director a salary that is not
excessive from the IRS standpoint.

State & Local News
Diversity Reporting, are you kidding?
AB 624, adds a section to the corporation code on foundation diversity
reporting. The bill would require every foundation in California with assets of
more than $250 million to gather "diversity data" about the gender, race,
ethnicity and sexual orientation of its members, staff, and board of directors
plus the diversity of grantee organizations as well as contractors you hire. You
would be required to publish that data via your website, if available, and to
include this information in your annual report. Status - approved by the
Assembly on 1/29/08 and forwarded to the Senate.
Gov. Schwarzenegger
releases 2008-2009 State Budget, 1/10/08 - The budget addresses an
estimated $14.5 billion shortfall by reducing spending 10% across-the-board - in
all General Fund departments and programs, Boards, Commissions, and elected
offices-including the legislative and judicial branches-except where such a
reduction is in conflict with the state constitution or impractical. The budget
also proposes to sell the $3.3 billion of authorized Economic Recovery Bonds (ERB's)
and to suspend the pre-payment of ERBs scheduled for 2008-09.

to balance the 2008-09 budget and assesses what the proposed budget
means for California.
National News
Bush Proposed $3 Trillion Budget (Associated
Press article hosted by Google) - "In the nation's first-ever
$3 trillion budget, President Bush seeks to seal his legacy of
promoting a strong defense to fight terrorism and tax cuts to spur
the economy. Democrats, who control Congress, are pledging fierce
opposition to Bush's final spending plan — perhaps even until the
next president takes office.
The 2009 spending plan sent to Congress on
Monday will project huge budget deficits, around $400 billion for
this year and next and more than double the 2007 deficit of $163
billion. But even those estimates could prove too low given the
rapidly weakening economy and the total costs of the wars in Iraq
and Afghanistan, which Bush does not include in his request for the
budget year beginning Oct. 1.
The bulk of government programs for which
Congress sets annual spending levels would remain essentially frozen
at current levels. The president does shower extra money on some
favored programs in education and to bolster inspections of imported
food.
Bush's spending proposal would achieve
sizable savings by slowing the growth in the major health programs —
Medicare for retirees and Medicaid for the poor. There the president
will be asking for almost $200 billion in cuts over five years,
about three times the savings he proposed last year.
There is no indication Congress is more
inclined to go along with this year's bigger cuts; savings would
come by freezing payment rates for most health-care providers for
three years..."

Economic Stimulus Package - Review the
Center on Budget &
Policy Priorities policy points on the Economic Stimulus
package, specifically the Senate Finance Committee measure v. the
House bill and its effects on specific states including California.
"Some have charged that the Senate, by failing to simply
rubber-stamp the House-approved stimulus package, is delaying the
injection of stimulus into the economy..."
IRS News
Scam Emails from the IRS? Email which
claims to be sent by the IRS is floating into nonprofit's email
boxes. The IRS will never send unsolicited, tax account
related e-mails to taxpayers. Click link to view IRS Bulletin

IRS Guidance providing transitional relief and new filing
procedures for certain charitable trusts that met the requirements
to be classified as supporting organizations under section 509(a)(3)
until the enactment of the Pension Protection Act has been released.
Need to Request an Extension for 990s?
Form 8868, Application for Extension
of Time to File an Exempt Organizations Return, is being
revised in response to the issuance of
new procedures for processing extension requests. The new form
is expected to be available in late March, 2008.

MetLife Foundation and the Local Initiatives
Support Corporation (LISC) Community Safety Initiative
are now accepting applications for the 2008 MetLife
Foundation Community-Police Partnership Awards. These
awards provide $10,000 to $25,000 grants to organizations
that demonstrate innovative partnerships between community
groups and police to promote neighborhood safety and
revitalization efforts. Deadline for preliminary

The San Diego Foundation's Community Impact Grants
Program awards grants on a competitive basis across
specific subject areas including Arts & Culture, Science &
Technology, Environment, Health & Human Services, and
Civil Society. Deadline: February 19, 2008.

NOFA for Nonprofit Organizations to Operate Transitional Housing for the
Homeless (families and individuals), San Diego Housing Commission.
Approximately $1,000,000 is available through the Housing Trust Fund's
Transitional Housing Program for an initial term of one year (July 1, 2008 -
June 30, 2009) with two additional one-year renewal options contingent upon
future funding availability and program performance. Proposals are being
accepted through March 3, 2008.

California Home Ownership Preservation Initiative (CHOPI) is a two-year
grant Initiative to expand the availability of foreclosure intervention
counseling services through community-based nonprofit housing counseling with
at least one year of experience in providing housing counseling services. It
is targeted to lower-income mortgage borrowers in trouble. RFP Deadline

Principles for Good Governance and Ethical Practice: A Guide for Charities and
Foundations, released October 2007.
The Guide lists 33 principles of sound practice that
should be considered by every charitable organization as a guide for
strengthening its effectiveness and accountability. Six of these principles
describe actions that all charitable organizations must take because they are
required by law. The other 27 describe actions that charitable organizations
should strongly consider following, based on their legal and operational
structure and their particular charitable purposes.

Workgroup
Meetings are open to all County
contractors, co-convened by SANDAN and the County of San Diego
HHSA Agency Contract Support, and includes representatives from
Mental Health Contractors Assoc. and the ADS Providers
Association.
The next meeting is scheduled for February 28 from 2:00 - 3:30pm at County Mental
Health Services Admin. Office, 3255 Camino del Rio South, in the
Garden Room.
Notes from recent meetings and the Procurement Deep Dive
are posted on SANDAN's website.
The co-convened Deep Dive sub-committee on the Procurement
Process is readying their white paper on recommendations to be
reviewed by SANDAN members at either the March or April member
meeting. Upon approval of the paper by SANDAN, it will be
presented to the Director of HHSA and the Director of Purchasing

Institute presents Kaleidoscope Awards for exceptional
governance to the Chicano Federation of San Diego County and
the San Diego Hospice & Palliative Care Center, January 11,
2008. Last year, awardees included SANDAN members Home of Guiding
Hands and Casa de Amparo.
San Diego Workforce
Partnership's
Gang Prevention Initiative RFP -
On Jan. 14th, the School-to-Career Youth Council will recommend to the
Workforce Investment Board that the President and CEO of the San Diego Workforce
Partnership be authorized to negotiate and execute contracts in the amount of
$40,600 to the Coalition of Neighborhood Councils (CNC) and $125,000 to North
County Interfaith Services for gang prevention and intervention services for
students enrolled at Morse High School and Oceanside High School, respectively. www.SanDiegoAtWork.com.
Movin' & Shakin'...
Stephen W. McCallion has been named
Associate Director at Survivors of Torture, International.
McCallion will focus on contract compliance, internal operations,
resource development, and strategic plan implementation.
Dr. David Gangsei is leaving
Survivors of Torture, International after serving as Clinical
Director since 2000. David plans to focus on international human
rights work, especially in Latin America, and to train and consult
with professionals on the topics of self-care and prevention of
burnout. He will continue to serve with SURVIVORS as an independent
contractor.
SANDAN welcomes Rick Wanne, the new County of San
Diego Director of Health & Human Services Agency Contract Support (ACS)
replacing Diana Francis who retired in November. Rick joins ACS following his tenure
as
the Assistant Director at
Aging and Independence Services.
Carrol Vaughan has been hired as
Interim President & CEO of the San Diego Housing Commission
following the retirement of Elizabeth C. “Betsy” Morris.
