Alliance
Healthcare Foundation Returns Evening Programs
for Men to
Vista Hill’s ParentCare Center
Vista Hill was recently awarded a $100,000
two-year grant from Alliance Healthcare Foundation to
launch an alcohol and drug Intensive Outpatient Program (IOP) in
the evening hours at the ParentCare Center. The
Bridges Adult IOP of the ParentCare Family Recovery Center
will fill some critical service gaps for the community by
offering alcohol and drug treatment in the evening hours for
working adults, including gender specific treatment for
men and women.
Men and women face many of the same, but
also many different, issues during the difficult process of
overcoming addiction. Gender-specific group therapy has proven
to be extremely effective, and is offered for women in San Diego
County, but very rarely for men. The unfortunate
discontinuation of ParentCare’s “Father’s Program”, due to the
County budget crisis several years ago, worsened this service
gap. Vista Hill is delighted to once again take a lead in
offering this important service, and is working diligently to
create sustainable funding mechanisms that are not
dependent on public monies.
A parenting skills component is an
additional distinguishing feature of the recently launched
Bridges IOP - - providing support and training for both fathers
and mothers who are striving to create a better live for their
children.
The Bridges Adult IOP is certified by the
California Department of Alcohol & Drug Services and is an
approved provider with several major insurance companies.

treatment for alcohol and other drug problems, including
parents who would like to improve their parenting skills,
can call 619-518-2192 for information about the
Bridges Adult IOP (insurance payments are accepted, and
sliding scale fees are available). The ParentCare Center
(619-668-4200) also continues to provide daily
intensive outpatient alcohol/drug treatment, parenting
skills training, and specialized childcare for
women/mothers who are Medi-cal eligible. |

State & Local News
VolunteerCalifornia - On February 26,
2008 Governor Schwarzenegger signed an Executive Order establishing
a cabinet-level
Secretary of Service and Volunteering. The role of the Secretary
will be to raise the profile of service, improve coordination of
vital activities, encourage more Californians to become involved,
and help prepare the state of California to respond to natural
disasters and emergencies.
Secretary Karen Baker will be in San Diego on
March 6th as part of a state-wide, 11 city listening tour
to engage nonprofits
and public agencies in a dialogue to better understand the status of
and needs for volunteering in local communities; discuss how state
leadership can help grow service and volunteering in partnership
with Volunteer San Diego and local community organizations.

What's next....
AB 624, adds a section to the corporation code on foundation diversity
reporting. The bill would require every foundation in California with assets of
more than $250 million to gather "diversity data" about the gender, race,
ethnicity and sexual orientation of its members, staff, and board of directors
plus the diversity of grantee organizations as well as contractors you hire. You
would be required to publish that data via your website, if available, and to
include this information in your annual report. Status - approved by the
Assembly on 1/29/08. Note: Sexual orientation of board and employees was removed
from the bill on 2/12/08.

National News
The Department of Labor (DOL) Published
Proposed Changes to the Family and Medical Leave Act Regulations (FMLA)
The DOL published their proposed changes on
Monday, February 11, 2008. The FMLA regulations requires covered
employers to grant twelve weeks of leave to eligible employees in
the event of a “serious health condition,” or to care for a family
member or for the birth/adoption of a child.
Employers, employees, and the courts have
struggled to interpret and apply the FMLA and the regulations for
the past 15 years. The revisions are intended to clarify the
respective rights and obligations of employers and employees,
particularly where the current version of the regulations had proven
difficult to administer and other deficiencies.
These proposals are in addition to the January
28, 2008 approval of the amendments enacted as Section 585(a) of the
National Defense Authorization Act for Fiscal Year 2008 which
provides new leave entitlements to military families.
The DOL is accepting comments through April 11,
2008. Congressional hearings are scheduled to begin shortly. To view

IRS News
e-Postcard - Beginning with the 2007 tax
year (filed in 2008), all small tax-exempt organizations with revenue under $25,000
are required to e-file (file electronically) an information return
Form 990-N by the 15th day of the 5th month following the close of
your organization's tax year. There is a penalty if a small nonprofit does not file
an e-postcard for three consecutive years - loss of your tax-exempt
status.
Filing the e-Postcard
is free and easy. Basic pieces of information you will need to file
include:

organization’s employer identification number,
-
organization's tax year,
-
legal name and mailing address, any other names used,
-
an Internet address if one exists,
-
the name and address of a principal officer, and
-
a
statement confirming the organization's annual gross receipts are
normally $25,000 or less.
Information that you provide on your e-Postcard will be available to
the public on an
IRS
search site, which will help potential donors get basic
information about your organization.

Locked Out 2008: The Housing Boom
and Beyond - an intensive look at California's housing
market, the change in recent years leading to the downturn
in home prices and what has not changed according to this
report from the California Budget Project, released in
February 2008.
Between 1989 and 2006, California's home prices
increased three times as fast as wages; more recently, the downturn
in home prices has left thousands of homeowners at risk of
foreclosure. What hasn't changed, according to this report, is that
many families continue to be "locked out" of the market and unable
to purchase a home. The report charts the continuing gap between
incomes and the cost of housing in California.

Designing Subsidy Systems to Meet the Needs of Families, An
Overview of Policy Research Findings - posted to the Urban Institute
website 2/4/08, authors Gina Adams, Kathleen Snyder, Patti Banghart.
This report assembles the findings from various research projects
conducted by the Urban Institute (and other organizations), and lays
out a range of policy strategies states are implementing to support
eligible families in accessing and retaining child care subsidies.
The findings in this report show how states and agencies can better
meet the needs of their constituents while the strategies reflect
the growing understanding of the dynamic nature of low-income
families' lives and of the challenges they face as they move toward
stable employment.

The SANDAN Board of Directors would like to welcome and announce the
appointment of two new board members. Rob Hutsel, the Executive
Director of the San Diego River Park Foundation, and Ken Sauder,
President of the Wakeland Housing & Development Corporation, were
nominated and approved at the SANDAN Board of Director's
meeting on February 1, 2008. WELCOME!!!
Contracting
Workgroup
Meetings are open to all County
contractors, co-convened by SANDAN and the County of San Diego
HHSA Agency Contract Support, and includes representatives from
Mental Health Contractors Assoc. and the ADS Providers
Association.
The next meeting is scheduled for March 27 from 2:00 - 3:30pm at County Mental
Health Services Admin. Office, 3255 Camino del Rio South, in the
Garden Room.

Correction:
The co-convened Deep Dive sub-committee on the Procurement
Process is readying their white paper on recommendations to be
reviewed by SANDAN members at either the March or April member
meeting. Upon approval of the paper by SANDAN, it will be
presented to the Director of HHSA and the Director of Purchasing
and Contracting.

Congratulations & Awards
Congratulations! Second Chance
was awarded $681,500 in federal funds for its Prisoner
Re-Entry Program (PREP). Second Chance plans to devote the earmark funds, along
with City of San Diego CDBG funds, toward building a second classroom and for
the employment of additional staff to significantly expand its services.
Alliance Healthcare Foundation recently awarded grants
to SANDAN members Casa de Amparo and Vista Hill. Vista Hill Foundation
received a $100,000 2-year grant to to launch an alcohol and drug Intensive
Outpatient Program (IOP) in the evening hours at the ParentCare Center.
Congratulations to SANDAN Members United Way of San Diego
County and Volunteer San Diego for being nominated for the San

Movin' & Shakin'...
It is with sadness that I am announcing that Jeanine Politte has
decided to move on from SANDAN to pursue other opportunities, including advanced
training in non-profit management. Her last day with SANDAN will be March 15,
2008. SANDAN will sorely miss her expertise, historical perspective and
professionalism over the past six years. We know that you join us in thanking
